Plesk Safe Mode Problem - Could not find an XML setup file

I saw this and thought I would blog about it as even I needed this information recently:
Had a problem with Joomla being unable to read uploaded templates or components on a new server running Plesk.
If you are getting this even though you have safe_mode=on in your php.ini then check the domain settings themselves in the Plesk admin panel.
On the domain settings page next to the enable php checkbox there is an additional “safe mode on” checkbox that overrides the php.ini settings per domain.
